I see a lot of things on an inspection I really can't explain. Here is one that I think I know what the home owner was trying to achieve. The didn't like the unsightly meter on their private patio, so they tried to disguise it in a flower bed. Trouble is they encapsulated the metal meter base in dirt. Dirt gets wet and freezes and all kinds of other things that are unhealthy to metal.
