On an inspection of a pole building I found the following. Take a look at this sub panel closely. The neutral and grounds are not isolated, nor are they separated. In fact, the neutrals and the grounds are attached to the same buss bar, and the buss bar does not ground the panel box because it is isolated from the box. Call a licensed electrician to repair this if this is how your sub panel is wired.
